A new report published by the UK’s defence committee has delivered a highly critical assessment, concluding that the nation lacks a robust strategy to defend itself and its overseas territories against a military attack. The committee warned that the United Kingdom is "nowhere near" the required level of readiness to safeguard itself and its allies, especially considering the "significant" current security threats facing Europe. The inquiry found that the UK is currently failing to meet its obligations to the North Atlantic Treaty Organisation (Nato) and is falling "far short of its claimed leadership position," reports The WP Times with reference to the ВВС.
The report, which followed an 11-month inquiry, strongly cautioned that the UK and its European Nato partners remain overly dependent on the United States and are not dedicating sufficient financial resources to their own defence capabilities. Committee chair Tanmanjeet Singh Dhesi stated that “Putin’s brutal invasion of Ukraine, unrelenting disinformation campaigns, and repeated incursions into European airspace mean that we cannot afford to bury our heads in the sand.” He added that the committee had “repeatedly heard concerns about the UK’s ability to defend itself from attack.”
The report’s specific recommendations urge the government to significantly accelerate the pace of industrial change and to establish "readiness" as a primary objective of the Ministry of Defence (MoD). Europe’s heavy reliance on the US was specifically critiqued across several vital areas, including intelligence gathering, satellite capabilities, troop transportation, and air-to-air refuelling. Furthermore, the committee highlighted that the UK possesses "next to nothing" in terms of integrated air and missile defences, pointing to recent drone encroachments across European airspace as evidence of how new technologies pose threats to civilian populations alongside military targets.
The report reserved particular criticism for what it described as the "glacial pace" of promised enhancements to civil defence and resilience, suggesting the UK may be breaching its Nato Article 3 obligation to "maintain and develop individual and collective capacity to resist armed attack." Dhesi stressed that the government must fulfill its commitment to better communicate with the public about "the level of threat we face and what to expect in the event of conflict," noting that “Wars aren't won just by generals, but by the whole of the population getting behind the Armed Forces and playing our part.”
The publication of this damning report coincides with the Ministry of Defence’s announcement identifying prospective locations for six new munitions factories, which are part of a broader strategy to ramp up domestic defence production. Defence Secretary John Healey had previously announced plans to move the UK to "war-fighting readiness," earmarking £1.5 billion to support the construction of these new facilities by private contractors. Healey is also scheduled to announce plans to restart the domestic production of energetics—explosives, pyrotechnics, and propellants—in the UK on Wednesday, after two decades of sourcing these materials from overseas.
The MoD is currently scoping out 13 potential construction sites, naming areas across the country: three in Scotland (Dumfriesshire, Ayrshire, and Grangemouth/Stirlingshire), eight in England (Teesside, Cumbria, Shropshire, Cheshire, Derbyshire, Essex, Worcestershire, and Hampshire), and two in Wales (Monmouthshire and Milford Haven/Pembrokeshire). The government’s goal is to have at least six new factories operational before the next general election in 2029, with work on the first facilities expected to commence next year. Healey is also expected to announce the opening of two new drone factories this week in Plymouth and Swindon. The Defence Secretary is anticipated to state: "We are making defence an engine for growth, unambiguously backing British jobs and British skills as we make the UK better ready to fight and better able to deter future conflicts. This is the path that delivers national and economic security."
