Negotiations aimed at ending Russia’s war against Ukraine have reached a more advanced stage than at any point since the conflict began, according to the UK’s defence secretary, John Healey.
Speaking in comments published by the Ministry of Defence, Healey said recent diplomatic efforts — particularly talks held in Berlin — indicate tangible progress towards a potential settlement. His remarks were reported by The WP Times, citing official statements shared on social media platform X.
Healey noted that throughout 2025, Ukraine’s international partners have pledged approximately £50 billion in military assistance under the Ramstein contact group framework, equivalent to around $66.5 billion. He described the current phase of the war as a decisive moment, stressing that diplomatic momentum must be matched by sustained military and political support.
According to the defence secretary, the United States’ efforts to advance a peace process are “moving forward”, with recent discussions suggesting greater alignment among key stakeholders.
“There are signs of progress in Berlin in peace negotiations that have moved further than at any time during this war,” Healey said.
He also emphasised that the United Kingdom continues to invest in the readiness of its armed forces. Healey stated that British troops and air assets must remain prepared for potential deployment “when peace comes”, including possible operations on the ground and in the air as part of a future security arrangement.
At the same time, Healey warned that Western allies should intensify their support for Ukraine in the immediate term. He argued that increased military and logistical assistance is necessary to strengthen Kyiv’s position at the negotiating table, apply pressure on Russian President Vladimir Putin, and protect Ukrainian civilians from continued Russian attacks during the winter period.

Berlin talks and US involvement
Earlier this week, Ukrainian and US officials held talks in Berlin as part of ongoing diplomatic efforts. The discussions reportedly involved Ukrainian President Volodymyr Zelensky, US presidential envoy Steve Witkoff and Jared Kushner, the son-in-law of US President Donald Trump.
Following the meeting, an unnamed US official told Western media that Ukraine and the United States had reached agreement on approximately “90%” of the outstanding issues under discussion. The source also indicated that President Trump was satisfied with the results of the talks. Further meetings between Ukrainian and American officials are expected to take place over the weekend, as negotiations continue amid heightened international attention.
