President Volodymyr Zelenskyy has said that Ukraine and the United States have prepared draft documents aimed at ending the war, following talks with representatives of US President Donald Trump.
Zelenskyy said he had received detailed briefings from National Security and Defence Council Secretary Rustem Umerov and Chief of the General Staff Andrii Hnatov on the outcome of their visit to the United States. He made the remarks in a statement published on Telegram, according to The WP Times.
According to the Ukrainian president, the discussions with the US side were productive and resulted in the preparation of several working draft documents. These include texts addressing security guarantees for Ukraine, post-war recovery, and what Zelenskyy described as a basic framework for ending the war.
“We worked productively with representatives of President Trump, and at this stage draft versions of several documents have been prepared. In particular, these include documents on security guarantees for Ukraine, on recovery, and on the basic framework for ending this war,” Zelenskyy said.
He stressed that the drafts contain provisions intended to ensure a genuine cessation of hostilities and to prevent any renewed Russian invasion in the future. At the same time, Zelenskyy underlined that the documents are preliminary in nature and do not yet constitute final agreements.
Draft documents, he noted, represent working versions of potential agreements or decisions, setting out core principles and ideas. They remain subject to further negotiation, revision and approval by the parties involved before any formal signing or implementation.
Zelenskyy said that each round of talks strengthens Ukraine’s position and improves the protection of its national interests. He added that Kyiv would continue constructive diplomatic engagement, while emphasising that diplomacy must be accompanied by sustained pressure on Russia and increased support for Ukraine.
“Every Russian strike on Ukraine and every intense Russian assault on the front line shows that Ukraine’s determination to end this war is far greater than Russia’s. This imbalance must be corrected through stronger pressure from the international community on the aggressor,” Zelenskyy said.
He also expressed gratitude to European partners for their continued support and coordination, stressing that security guarantees and diplomatic efforts should be reinforced by concrete political and economic measures.
US proposals and areas of dispute
The announcement comes amid reports that the United States has drawn up a peace plan consisting initially of 28 points aimed at ending Russia’s war against Ukraine. The document reportedly included strict demands directed at the Kremlin as conditions for halting hostilities, but was later reduced to 20 points.
The territorial question remains the most controversial aspect of the proposals. According to available information, the US side has suggested that Ukraine withdraw its forces from parts of the Donetsk region, effectively placing the territory under Russian control as a compromise. Moscow has long advocated a similar position.
Zelenskyy has repeatedly rejected any territorial concessions, stating that Ukraine will not give up its land as this would violate the country’s constitution and fundamental norms of international law. At the same time, he has indicated that a possible starting point for a ceasefire could be fixing it along the current front line, without recognising any territorial losses.
Meanwhile, Russian leader Vladimir Putin continues to accuse Ukraine and Western countries of prolonging the war — claims that Kyiv and its allies dismiss as unfounded.
Last week, Zelenskyy also said that Ukraine and the United States are not yet discussing the duration of future security guarantees. He has insisted that binding security guarantees for Ukraine should be approved by the US Congress. He added that Ukraine is currently “90% satisfied” with the security guarantees offered by European partners.
The preparation of draft documents signals that diplomatic engagement between Kyiv and Washington is continuing, even as fighting persists on the ground and key disagreements — particularly over territory — remain unresolved.
