Florida, Sunday, 21 December 2025, Ukrainian President Wolodymyr Zelenskyy has confirmed that Sunday marks the third day of negotiations between delegations from Ukraine and the United States on a potential peace plan. The talks are being held in the US state of Florida. Following the meetings, the president said he expects a detailed report from the Ukrainian negotiating team. Zelenskyy made the statement in a message published on his official Telegram channel. The editorial desk reports, citing the publication.
Talks focus on ending the war, security guarantees and reconstruction
According to the Ukrainian president, the delegations are currently working on documents related to ending the war, security guarantees for Ukraine, and the country’s reconstruction. Zelenskyy said the Ukrainian negotiating team continues its work on the ground in Florida and that another meeting with the US delegation is scheduled for Sunday.
“The Ukrainian negotiating team is currently working in Florida. Today there will be another meeting with the American delegation, including representatives of US President Donald Trump. Work is ongoing on documents on ending the war, on security guarantees, and on reconstruction,” Zelenskyy said.
He added that discussions are proceeding point by point and described the approach of the US side as constructive.
Timing of decisions also under discussion
Zelenskyy noted that the delegations are also discussing timelines and possible timeframes for specific decisions. He did not provide concrete deadlines.
“The teams are also discussing timing and possible timeframes for certain decisions,” the president said.
Report expected from Umierov and Hnatov
After the conclusion of the third day of talks, Zelenskyy said he expects a detailed report from Ukraine’s Defence Minister Rustem Umierov as well as from Andrii Hnatov on the substance of the discussions.
“I am expecting a report from Rustem Umierov and Andrii Hnatov on the details of the talks,” Zelenskyy said.
Background: new US peace plan
The current negotiations form part of work on a new US peace plan aimed at ending Russia’s war against Ukraine. The United States, Ukraine and European partners have been working on refining the proposal for around a month.
The latest round of talks began on Friday, 19 December, in Miami. The agenda included a 20-point framework plan, security guarantees, and a separate agreement on Ukraine’s reconstruction. Following earlier meetings, Umierov said the sides had agreed on further steps and on continuing joint work in the near future, expressing expectations of progress and results.
Additional attention has been drawn to the talks following the arrival in Miami of Russian envoy Kirill Dmitriev, who has said he is holding discussions with figures close to President Trump on behalf of Russia. Zelenskyy also stated that the US side had proposed holding a trilateral meeting involving Ukraine, the United States and Russia at the level of national security advisers. The Ukrainian president said he supports the proposal.
