Denmark will allocate $375 million for the recovery of Ukraine in 2025–2028 under the Ukraine Transition Program. This was reported by The WP Times, citing the Telegram channel of Ukraine’s Ministry of Communities, Territories and Infrastructure Development.
“Ukraine and Denmark have launched the new Ukraine Transition Program for 2025–2028 with a budget of 2.8 billion Danish kroner ($375 million),” the statement said.
The new programme is aimed at rebuilding critical infrastructure, providing humanitarian assistance, supporting veterans and internally displaced persons, fostering business development, promoting a green transition in energy and transport, and continuing reforms.
Government statement
Deputy Prime Minister for Ukraine’s Recovery and Minister for Communities and Territories Development, Oleksiy Kuleba, noted: “With Denmark we already have positive cooperation experience in Mykolaiv. Today this format is being scaled to the national level. I am confident that over the next three years, millions of Ukrainians will see tangible results.”
According to him, about 60% of the total budget will be directed to Mykolaiv and Mykolaiv region.
Back in March 2023, a memorandum of partnership was signed between Denmark and the Mykolaiv region. Since then, the Danish side has helped to restore the water supply system, supported the modernisation of heating and energy, and worked with local communities and authorities.
The remaining 40% of funds will go to other regions of Ukraine affected by the war. This includes the restoration of hospitals and schools, the modernisation of energy networks and water supply, and support for internally displaced persons across the country.
Danish aid to Ukraine
Since the first weeks of Russia’s full-scale invasion, Denmark has provided Ukraine with comprehensive assistance.
- In May 2025, the Danish government announced a new military aid package worth more than 4 billion Danish kroner (€536 million).
- In April 2025, another defence package worth 6.7 billion Danish kroner (about $995 million) was unveiled. These funds, to be distributed over 2025–2027, include air defence systems, artillery, and financial support for Ukraine’s Air Force.
- In March 2025, Denmark’s Ministry of Defence announced its intention to invest around €40 million in a special innovation fund. Its goal is to strengthen the technological capabilities of the Ukrainian army under conditions of modern warfare.
Denmark’s new Ukraine Transition Program underlines a long-term commitment not only to defence but also to post-war recovery, infrastructure rebuilding, business development, energy transition, and social resilience in Ukraine.
